Description

There is no single, universally recognized site officially called a "benchmark community/subdistrict" — this is a generic label Shanghai uses for model residential communities and subdistrict (street) offices that the city showcases to visiting delegations as examples of grassroots governance. Such visits typically take place in districts such as Hongkou, Pudong or Putuo and cover the "One Network for Urban Governance" (yiwang tongguan) digital platform, the "Community Cloud" information system, and party-led neighborhood management models; the exact site and itinerary are chosen by the host for each individual delegation.
