Temu lost 11% of users in Q2 — yet still operates in 90+ countries with a $67 billion cash reserve

拼多多 / PDD Holdings — parent of the domestic Chinese platform Pinduoduo and the global cross-border service Temu — reached mid-2026 with an unusual combination of signals: on one hand, a record cash reserve, and on the other, the platform's first notable active-user decline in its four-year history. As of June 30, 2026, the company held RMB 456.4 billion (about $67.3 billion) in cash, equivalents, and short-term investments, according to financial disclosures.
A problem the user numbers reveal
Temu's monthly active user base contracted 11% year over year in Q2 2026, to 467 million users, per Sensor Tower data published by Caixin Global — the first such decline in the platform's history. At the same time, growth in Q2 was driven specifically by the EU and Latin America, and company leadership publicly stated it would step up investment in platform compliance and governance amid tightening tariff and regulatory requirements across jurisdictions.
The reserve as insurance against turbulence
The company's massive cash reserve, described by analysts as a "fortress-like buffer" for aggressive market entry, lets PDD absorb short-term shocks — tariff changes, EU regulatory pressure, user attrition in specific markets — without cutting investment in logistics and the supply chain. Reducing logistics bottlenecks is exactly what the company is betting on as it expands its presence in Europe and North America.
What this means for cross-border commerce
Temu's 2026 story is a clear example that explosive growth for Chinese cross-border platforms isn't linear: regulators in various countries respond to the scale of these services by tightening rules, not silently accepting the status quo. A company's ability to survive that turbulence is determined less by marketing budget than by the size of its financial cushion and its willingness to invest in compliance, not just consumer discounts.
